In centralised user management (AKA "new user management") the Resend Invite link is greyed-out for certain users and it's not clear why. A tooltip should be added to explain that only org admins can use the Resend Invite link if an org uses centralised user management.
Steps to reproduce
1. Login as a user with the following permissions:
- Not an org admin
- Is a Jira site admin
- Has Jira product access as User and User access admin
- Had Jira administration access as Product admin
2. Invite a user whose email is suppressed
3. On the Jira site-level Admin email audit notification log observe there is no Resend Invite link:
YOUR_SITE_NAME.atlassian.net/jira/settings/system/notification-logs
4. Go to https://admin.atlassian.com/o/<org id>/users?searchText=<invitee email>&status=ACTIVE and click the three dots in the user's row. Observe that Resend invite is greyed out with a padlock symbol. There is not explanation of why:

We do not seem to have any documentation on how the Resend invite link links in orgs that have centralised user management.
