Deactivated user can be added to the group

      Issue Summary

      A deactivated user can be added to the group.

      Steps to Reproduce

      1. Mark a managed account user as deactivated in Directory >> Managed Accounts
      2. In Directory >> Groups, try to add the deactivated user to the already existing or a newly create group. User gets added.

      Expected Results

      If a user is deactivated, is should not be allowed to add the user to the group.

      Even the user should not appear in the dropdown 

      Actual Results

      If a user is deactivated, it can still be added to the group.
