Issue Summary
The new site admin users in the centralized user management can view the portal-only customers for Jira Service Management, which is an expected behavior. However, the site admins can't migrate portal-only customers to Atlassian accounts.
Steps to Reproduce
- Go to admin.atlassian.com. Select your organization if you have more than one(You should be the site admin and not the org admin).
- Select Products from the header.
- Under Sites and Products, select the site that contains Jira Service Management.
- Under the Jira Service Management section on the nav bar, select Portal customers.
- Next to the customer you want to migrate, select > Migrate to Atlassian account.
- Select Migrate to confirm.
Expected Results
The site admins should be able to migrate portal-only customers to the Atlassian account, which was possible in the old user management.
Actual Results
The error message shown on UI: Something went wrong(Try again later.)

Workaround
The workaround is for site admins to reach out to org admins of the org to check if they can migrate portal-only customers to Atlassian account.
