Issue Summary
Approved domain for Jira Service Management Customer doesn't work if users have other Jira product access.
Steps to Reproduce
- Add an approved domain for Jira Service Management with a 'Customer' role
- Invite a user having the above domain, with only Jira Software access
- Complete the sign-up from the invitation
- Confirm that the user can access https://XXX.atlassian.net/jira
- Navigate to https://XXX.atlassian.net/servicedesk
Expected Results
The user can self-join as a customer and access a help center
Actual Results
The user can't self-join as a customer due to a 403 error
Workaround
A Site-Admin would need to manually grant customer access to the user.
