      Issue Summary

      Approved domain for Jira Service Management Customer doesn't work if users have other Jira product access.

      Steps to Reproduce

      1. Add an approved domain for Jira Service Management with a 'Customer' role
      2. Invite a user having the above domain, with only Jira Software access
      3. Complete the sign-up from the invitation
      4. Confirm that the user can access https://XXX.atlassian.net/jira
      5. Navigate to https://XXX.atlassian.net/servicedesk

      Expected Results

      The user can self-join as a customer and access a help center

      Actual Results

      The user can't self-join as a customer due to a 403 error

      Workaround

      A Site-Admin would need to manually grant customer access to the user.
