Issue Summary

An existing user when opens the invitation link, it triggers user has joined email.

This is reproducible on Data Center: (yes) / (no) yes

Steps to Reproduce

1. Generate invite link for Confluence
2. Existing user opens the invite link

Expected Results

The user has joined email should not be generated. as the user already has access to the product.

Actual Results

<User> joined Confluence
<User> (<user email>) joined <site>.atlassian.net via your Confluence invitation URL.
<user> currently consumes a seat in your license and has access to the following products:
Confluence
