add endpoint to organization rest API that returns org admins

Summary

From a security and compliance perspective, it would be very useful if there was an API endpoint that would return the list of users who have org admin privileges to be able to automatically audit those users.

Suggested Resolution

Add the ability to get org admins via a REST API endpoint. Potentially a good candidate would be to add the list of org admins to the Get an organization by ID endpoint.
