Thank you for raising and following this suggestion. Because there has been no user engagement (votes, watches, comments) over the last year, we have no plans to implement this in the foreseeable future. To set expectations, we're closing this request to focus on our upcoming roadmap.

Issue Summary
Cannot set Jira User properties when the user has no product access in Improved User management experience
Steps to Reproduce
- Make sure we are on the Improved User Experience(Vortex) enabled.
- Get some Basic users to the instance.
- Open the Users profile from Managed -> Users -> User's profile
- If we don't assign any products to the user and under the products section, we don't get the option to set the User properties.
- Once we add the user with product access is we see the option to Edit Jira Properties.
Expected Results
- In the Old User experience, we have this option of setting up the user properties even though the user is not given product access as per the below snapshot, the same we should be having in the Improved User management.
Actual Results
We cannot set the user properties unless product access is given to the user.
Workaround
Currently, there is no known workaround for this behavior.
