This issue has now been fixed for new customers (new being subsequent product activations).
For existing customers they'll need to raise a support ticket so that we can manually add the relevant permissions.
Issue Summary
Under certain circumstances, it is possible for the atlassian-addons-admin group to be removed from the "Administer Jira" permission.
When this happens, apps cannot perform any of the functionalities that require such permission even if the admin scope is correctly set.
Steps to Reproduce

So far we haven't been able to determine which conditions can lead to this.
Workaround
Currently there is no known workaround for this behavior. A workaround will be added here when available.
The group cannot be added by an admin. If you believe your site might be affected, please reach out to the Atlassian Customer support team.
