The new user role "Trusted User" is insuficcient ...

Problem:

The new user role "Trusted User" is insufficient since it does not allow for real user management, and just allows them to invite users.

Suggestion: 

Allow additional settings for a site admin to enable Trusted Users to:

1. Maintain User Groups and assign users to groups.

2. Allow trusted users to search for users in an instance.

3. Allow Trusted users to reinstate access to inactive users.
