Make Default Password policy of Atlassian more stringent

Current default password policy from Atlassian ( if the domain is not managed and the password is not enforced) is 8-100 characters.

This needs to be made a more stringent since we don not have a way to enforce this until we claim the domain

Having a strong password policy is absolutely essential and if we can bring in some clauses in Atlassian Default password policy (like expiry, inclusion of special characters etc)
