Issue Summary

The scroll-bars on the page to invite users are not working. It looks like they are actually scrolling the page in background (the list of users in the instance). This is causing troubles to people using a low resolution. Scrolling with the mouse wheel works fine.

Steps to Reproduce

1. In your instance, go t Administration > Users (https://admin.atlassian.com/s/XXXXXXXXXXX/users)
2. Click on the Invite Users button
3. Resize the browser window in a way that the page does not fit all in the window (e.g. the Invite Users button is outside the page)
4. Try to use the scrollbar to get to the bottom of the page

Expected Results

You can scroll to the bottom of the page and click on the Invite Users button

Actual Results

Nothing happens, the page does not scroll. See: invite-scrollbars.mp4
Actually, it looks like the scroll-bars are the ones for the Users page that is in background

Workaround

You can use the mouse wheel to scroll or click in the middle of the page and use the arrow keys.
