Bring back role viewer in the new user management view

      Summary

      There used to be a role viewer in the user management that allows users to check user roles and access directly from the user management.

      While there is a permission checker in place, the permission checker do not provide a higher level view on the user access/roles, it's project level view so users can't be sure if the specific user they are checking have access or roles in other projects in the JIRA instance.

      For the ease of configuring user roles and access, please also include or return the role viewer feature in the user management.

      As a workaround, the page can be accessed using the URL https://domain.atlassian.net/secure/admin/roles/ViewUserProjectRoles.jspa?name=admin

            We have an ETA on this fix for this bug, September 2019.

            Apologies it's taking so long, there's a related issue we're we also need fixed in Jira which is the cause of our delay, https://jira.atlassian.com/browse/JRACLOUD-72181.

            Can we get this ticket changed to a bug not a suggestion? This was existing functionality that was removed with little communication that it was coming.

            For those looking for a work around you can try navigating directly to the Jira page that displays the user/role/project mapping https://<instance>.atlassian.net/secure/admin/roles/ViewUserProjectRoles.jspa?name=<username> which thankfully still exists and works. 

            Username can still be found in the CSV file produced by the "Export users" function of the user admin.

            Since Atlassian is rolling out changes to obscure usernames and replace them Atlassian ID guids this may not last. I tried using different query parameters in the url with user ids but no luck (e.g. ?id=<uid>, ?uuid=<uid>, ?guid=<uid>)
