Specify default application homepage per user

Problem Definition

Currently if a user has only Confluence or Jira access not both and is given the base URL for the instance as a starting point they are not re-directed based on their application access.

Suggested Solution

Allow the default application homepage to be defined on a per-user basis or to be defined by their application access permissions. So if they only have Confluence access this would be set by default, however if they have both this can be set.

Perhaps make it user configurable instead of just site-admin?
