Summary

Currently the application access page doesn't show users who are in pending invitation status. These users will consume the license count but they will not show on the page (xxx.atlassian.net/admin/accessconfig). This can lead to billing contact being billed more than they should.

Steps to Replicate

Invite a user to the instance. Ensure that the invited user has application access to JIRA.

Expected Results

Invited user should show on application access page.

Current Results

Invited user will not show on the application access page.

Workaround

Delete the invited user if they are not keen in accepting the invitation or request the user to accept the invitation.
