Summary

When filtering users in the user management and selecting only the System Users option, the users displayed includes all users, even those that are not System Users. The same is shown when selecting System + Active + Inactive users

Steps to Reproduce

1. Go to Users section
2. Add "Systems Users" to the filters (now System and Active are selected)
   The list shows Active users + System users
3. Unselect "Active Users" filter

Expected Results

Active users disappear from the list

Actual Results

All users are displayed. This means that it now also shows inactive and active users that are not System users.
