      Problem Definition

      Administrators that does not have permission or unable to claim domain are unable to managed their users under SSO with Atlassian Account, thus they could not apply authentication policies across their organization and manage their users.

      Suggested Solution

      Allow "offline" options for no claimed domain to allow administration of users for SSO
