Workaround does not work. A see the page, but when I try to edit or delete a property, I receive the following message:
The JIRA server could not be contacted. This may be a temporary glitch or the server may be down.
Close this dialog and press refresh in your browser

            Hello, cygnecode,

Thank you for your feedback. To clarify, we don't require votes to fix a bug in the same way we would for a feature request. For bugs, the voting system helps us to determine the severity of a bug, as well as how many users are being affected. This is part of our Bug Fixing Policy.

If you have any further concerns, please do let us know.

            Thank you, and kind regards,

Hey, today we were asked by Atlassian Support to vote for this bug.
            Isn't that crazy???

If we asked our customers they should vote for such a trivial and embarrassing bug they found, we would go downhill quickly. Apart of losing all our reputation and personal pride.
            But well....

I would feel so embarrased if I was an Atlassian. Again and again they are dropping out and "forgetting" features.
This is the 4th time in a year we had been hit by this. And the 2nd time they "forgot" the same thing twice...
Apparently they have no idea and control anymore about their own product.

And the best point is that this company wants to teach others how to do agile development.
Well, the time is moving on and Atlassian stays behind.

However, for those frustrated: somebody from Atlassian a user who knows JIRA better than Atlassian ronald.vallenduuk linked this is a regression of ID-172. The workaround mentioned there is still working: it is only the menu entry which they "forgot".
Just open up https:// INSTANCE-URL /secure/admin/user/EditUserProperties.jspa?name= USERNAME and it should work for you.

this has effectively broken our recent Service Desk roll-out. I can no longer assign key values to our customers. Please prioritize

This is the second time that that particular button has been lost in a UI upgrade.

The functionality is still there, it's just the button that's missing. Use this URL to manage user/project role settings:
            https://greenfinch.atlassian.net/secure/admin/ViewUserProjectRoles!default.jspa?name=user.name
