We have users that do not have access to email and do not gain value from the notifications. However, an email address is required. The issue is that putting in an invalid email to meet the requirement is that those bouncebacks then get logged as comments (since we use the function to reply via email) on issues and then those emails go out because a comment was made - a vicious circle.
It would be value-add to not require an email. I'm not certain the specific reason for requiring it as it seems logical that they won't receive emails via the notification system. But, that is the decision of the admin setting up the user.
Thus, the improvement request is to not require an email address for a user. You could set it as an admin option to require it; but allow the admin to make that decision.
