Synchronise new Google Apps users automatically before login

The new GApps integration (Agni), is reducing the ability to control user permissions before new user logs in whereby the admin has to wait until the user logs in so the new user entry can be created in OD then the admin will add the required permissions.

Before
GApps was syncing all the users into the instance by creating them, the admin will assign the required permissions before the new user logs in.

Improvement
Will be feasible having the users created before they log-in which can give the admin buffer of time assigning the required permissions without waiting to the new user until he/she logs in so the new user entry can be created.
