      There is no link to browse other users profiles when being an admin.
      This removes the ability of changing other users avatars for admins.
      This also removes the ability for admins to access users Project Roles quickly.

      Workaround:
      Access the Profile Page with the URL:
      instance-name.atlassian.net/secure/ViewProfile.jspa?name=user_name

            I just discovered this thread and being able to change another users profile avatar has been something I've wanted to do for awhile. Is there no solution for this yet?

            I still can't change the person's avatar for them to something embarrassing.

            the workaround does not work for me in the cloud instance. As @meir.lipskier250732643 mentioned you can only view the profile

            I use a free add on (plugin) that allows an administrator to spoof another user and therefore change their avatar. Works great.

             with the workaround you can view the profile but not edit the avatar.
