Translations for the layout macros are missing

Issue Summary

Translations for the layout macros are missing from the shipped language packs. The property file in question is com/atlassian/confluence/macro/macro-fallback_<langcode>.properties. It seems to have started in Confluence 6.11 and subsequent versions only contain the English language translations for these items.

See below the attached example in Finnish, first from 6.10 and then in 6.11

Environment

From Confluence version 6.11 to the current version

Steps to Reproduce

1. Create a page
2. Change your language to a non English type
3. Clear the browser cache
4. Inserting a layout macro through the quick insert browser or the macro dialog results in an English translation of any layout macro

Expected result

The macro names are translated correctly as in 6.10

Actual result

They are in English

Notes

Workaround

You can add an older version of the file (pre 6.11) from a previous language pack to the current language pack and then re-upload.
