Corrupted special characters - Icelandic language pack

Bug Summary:

Encoding issues when using Icelandic language pack

Environment:

Confluence 6.14.2, google chrome, postgreSQL 9.5

Steps to replicate

1. Change user language profile to Icelandic
   • Go to Confluence Administration
   • Createpage from "Product requirements" page template

Expected results

• Character are encoded correctly

Actual results

• Some special characters are not encoded correctly:
