Problem Definition

HipChat Server only accepts US number in the Twilio configuration page under Server admin > Notifications

Suggested Solution

Allow non-US numbers to be used to notify users via Twilio. As long as the credentials are valid and the numbers used belongs to the same Twilio profile, admins should be able to use any number.
