Searching for usernames with special characters using ASCII characters doesn't return results

Summary

Cannot search for users with special characters in their names if you don't type the special characters in the search field.
Example: You cannot search for Cường by just typing Cuo. You have to type Cường.

Environment

All desktop clients are impacted. Mobile clients are not impacted.

Steps to Reproduce

• Create a user with special characters in the user name
• Search for the user using the ASCII characters that match the special characters

Expected Results

The username with the special characters should be returned.

Actual Results

The username with the special characters is NOT returned.

Notes

This is preventing users with latin keyboards from easily searching for their colleagues who have special characters in their names.

Workaround

• Search with the special characters if available on your keyboard.
• Use the web client.
