Allow HipChat to recognize JIRA issue IDs/URLs

Adding this suggestion from one originally raised in the forums. As of creation, there are 2737 votes for this suggestion on the forum thread:

Suggestion:
HipChat should be able to recognize when Issue keys from linked JIRA instances are added to a chat.

Example:
UserName: Hey guys, please go update PRJ-123 with any new information.

In this case, PRJ-123 should be recognized as a JIRA issue, and displayed as a clickable link that opens the issue.

An additional nice-to-have feature would be some information about the ticket added below the message (status/assignee/etc)
