The 'Issues in Epic' section only shows up once there is at least one story associated to the epic.

It would be helpful to have a new option in the 'More Actions' menu to 'Create issue in epic', similar to how 'Create sub-task' works so that the first issue can be added to the epic in Jira.

We have multiple project managers/projects feeding epics/issues into one team's Agile Board and they primarily manage their issues through their project in Jira. Currently, they create an epic, go the agile board to associate the first issue in epic, then they return to Jira when they have more issues to add to the epic.
