According to the Creating a Board documentation:

Before you begin, please note that you will need the JIRA 'Create Shared Objects' global permission before you can create a board.

However, if a user that doesn't have the "Create Shared Objects" permission but has a filter shared with it by someone else, goes to the 'Advanced' tab, this user is able to create a board.
