If a user does not have permission to start a sprint, do not allow them to do so on Plan Mode.

    Description

      Compute which projects are in the backlog. If you don't have Project Admin for all projects, then grey out the Start Sprint button.

      Note that this is not a permission but a UI problem - the start sprint operation will fail with an error if the user clicks on the start sprint button.
