As a user I want to be able to see further details about a control chart issue

• Add the Summary of an issue to the on-hover of an issue.
• When the issue is clicked it directs to the detailed card view for that issue.
• Click on the issue and the issue is there so it shows the detailed view - okay.
• Click on the issue and the issue has been filtered out by a Quick Filter - no detail view, visual notification required.
• Click on the issue and the issue has not been loaded onto the board due to the query limit - no detail view, visual notification required.
• Analytics (JH) : I want to know how many people click through from a control chart to the detailed card view

• On hover the cursor changes to indicate link (pointer) or not (default)
