Link Issue dropdown menu (quick search) doesn't display in nested view

Link Issue dropdown menus (quick search) is not populating when it displays in a nested popup.

Steps to reproduce:
1. Open an issue from a screen that displays the issue in a popup (Greenhopper does this from the Agile Task board)
2. Click More Actions > Link
3. In the Issues field, use the pulldown arrow.

Expected:
List of issues is shown in pulldown menu.
Observed:
No issues populate the pulldown menu.

For contrast, point the browser directly to an issue and try the same operation.
