As a user I would like the ability to add maximum and minimum constraints to a column on my Rapid View based upon total issue count

• Configure this on the Manage Rapid View using inline edit
• Default to total issue count (include sub tasks, exclude swimlane duplicates)
• Yellow for min constraint busted in header
• Red for max constraint busted in header
• Show min, current, max at top of column
