This is potentially confusing because if a GH administrator goes ahead and does this, there will be two entries in the template selection field that will say either 'Scrum' or 'Default'.

Sure, the GH admin will be able to distinguish which one is which because the custom template has additional links to the right of its name on this page. However, it's confusing nonetheless.

Duplicate name detection and exception handling (which currently exists for custom templates) should be extended across to the existing 'Scrum' or 'Default' templates.
