Chart legend pulls locale from JVM settings rather than user or system settings.

If your JVM region and language are different than your system and/or user preferences, you will see a mixture of languages used for the legends in the chart. The start and end date control displayed on the chart board will use the system/user preferences. The legend of the graph will use a different format for the month name, and will use the JVM locale instead. See below for an example where my user preference was set to French and my JVM was forced to user.region=fi and user.language=FI.
