Atlassian connect add-on users are currently counting toward the JIRA Software license. This is causing instances to exceed the license count and become non-functional. The following message appears across the top of the JIRA UI:

Your JIRA Software license's user limit is exceeded. Users with this license only can't create issues until you have upgraded your license or reduced the number of users.

Workaround

Please log a ticket with Atlassian Support at https://support.atlassian.com, we will increase your user limit temporarily to workaround the problem until we can solve it.
