At this moment, ORDER BY Rank is needed to get the board to work,
but a project need to order issues by other criteria.

It is currently possible to order filter by any field, but if a rapid board is using that filter then it is not possible anymore to create Sprints in the board. Would be nice if the Rapid board could work with any kind of ordering too.

I really need to sort on desc business value. I won't take a job into sprint unless it delivers top business value

Maybe if enough customers keep requesting, you will consider this request.  Customers need a way to specify their own sort order.

MS Azure Devops is able to organize the backlog by priority number. Items can be moved up and down in the backlog and the priority number increases. This is a great feature and Jira should make this a priority to implement. Jira's current ranking functionality is a minus  for reasons to pick Jira over DevOps.

Many thanks for this Suggestion, however this is not something we plan to add to JIRA Agile at this time.
