Change the default behavior of Quick filter selection stickiness

Currently when you select a quick filter this selection remains on even when you select other filters.

As an admin I would like to change this default to one where this behavior would only occur when you hold a short cut key and make the selection, else by default it will deselect previously selected filter preferring the new selection. For least disruption to existing users I would prefer this is configurable at the project level vs. global configuration per instance.
