Repro

1. Goto board in work mode with swimlanes.
2. Hit shortcut key '-' to collapse all swimlanes. [That works.]
3. Hit shortcut key '-' again to expand all swimlanes.

Expected
All swimlanes should be expanded since '-' shortcut is a toggle, per shortcut help (via shortcut key '?').

Actual
No-op. (Or idempotent, depending on how you look at it.)
