Global permissions UI may show duplicate groups when they contain upper case characters

Global permissions UI is broken when group contains upper case letters in name. On page reload the page will show actual state, with no duplicates presented. But if user attempts to add permissions for a group that contains upper case characters in its name and permissions for that group existed already, the UI will show this group twice - once with lowercase spelling and once with original case spelling. Duplicated entry disappears on page reload.

The issue most probably lies in GlobalPermissionsResource#groupsWithoutAnyPermissions.
