Unable to change User List Visibility

The default option marked in User List Visibility configuration (in Administration > Security Settings > Authentication) is Public.

Clicking either in Visible to logged in users only or Hidden options reloads the page with a parameter value in the URL (userListVisibility=LOGGEDIN and userListVisibility=DISABLE, respectively), but when the page reloads Public still shows as selected.
