Scenario
When doing the initial scan FishEye is indexing repository tags. There is a time limit for processing tags: MAX_TAG_PROCESSING_TIME = 10 minutes.
When FishEye stops indexing tags because of this time limit and the repository has no new commits that would trigger a re-index, the missing tags will be never processed. FishEye is in a state, that it assumes that the initial scan was finished and waiting for new commits.
Fix
When stopping indexing tags because of the time limit, mark that this process has to be resumed.
Workaround
Create a dummy branch and push dummy commits - this will trigger indexing, including indexing missing tags. Repeat until all missing tags have been indexed.
