Create Review available when Crucible is disabled

Summary

Using FishEye without a Crucible license permits to user to see the "Create Review" item on the dropdown menu for a Revision in the Changeset detail page.

Environment

FishEye without Crucible license.

Steps to Reproduce

1. Go to Activity tab
2. Select a Changeset
3. Mouse over the Revision column
4. Open the Gear menu

Expected Results

Being Crucible disabled there should be no "Create Review" item in the menu.

Actual Results

"Create Review" item is present in the menu:

Clicking on "Create Review" the following error is showed:

Workaround

There is no workaround for this issue.
