Runtime exceptions not reported via email by smart commits

HTR:

1. Do a smart commit to log time for a JIRA issue but don't specify the time 'ISSUE-1 #time'

Expected

1. An error email is sent to the mapped committer

Actual:

1. No email is sent, there is only an error in the server log
