Handle SVN branch deletions better

Deleting branches often results in Fisheye running very slow diffs for each delete which will delay indexing of the reset of the repository (i.e. recent changes.)

The only workaround is to exclude these manually, however, adding excludes will trigger a re-index, which is not ideal when adding these exclusions often.
