Fisheye fails to create a support.zip if application properties are ticked and the logged in admin user doesn't have permission to see all the repositories

When the support.zip is created, Fisheye iterates over all the repositories to save their properties to the applicaiton-properties xml file. Problem is, it still goes through the permission filter that blocks access if a user attempts to access something they don't have permission to see.

The filter should be changed to let anyone who is an admin access anything, even if the permissions would otherwise disallow it.
