Installation and data directories must be different

I am attempting to install Fisheye 3.4.0 into c:\fisheye with a data directory of c:\fisheye.data. The installation complains "Installation and data directories must be different" in spite of the fact that the directories are in fact not the same.

It sounds like someone is checking whether the data directories starts with the same string (as opposed to directory) as the installation directory.
