REST capabilities urls returned with sitepath rather than request path

The urls for capabilities at /rest/capabilities are returned with the configured site url, rather than the request url.

This causes application links using an application url different than the configured site url (via proxy or AJP for example) to fail with an error similar to: Request url doesn't match rpc url configured
