New pipeline index ignoring initial-import setting from svn configuration

In config.xml <svn> tag has an 'initial-import' parameter which is ignored by the new pipeline index process. This process always does initial import if 'start-rev' is set.

We should restore such functionality if it's possible or at least remove it from configuration screen and from documentation.
