An empty git repository will never finish the 'Initial Index' phase

Steps to reproduce:

1. add an empty git repository to fisheye
2. do a quick search.
3. see that the repo you just added is in the list of repositories which are still indexing
4. see in the logs that activity for that repo is still occurring on the InitilaIndexer thread
