Rescanning SVN changesets causes the same changeset ids to disappear from other repositories

If you have 2 SVN repositories with changesets 1-10, and you rescan revisions 7-9 on repo1, the changesets 7-9 will be removed from the activity stream in repo2.

This affects the activity streams and the JIRA source tab.
