Add a limit for the number of paths to index to a changeset

During indexing, the cross-repo index (used for quicknav) associates up to 100000 paths from the changeset with the changeset, but actually looks them ALL up.

Change this to a common limit of 10000 (common with the search indexing) and make it only look up the paths it needs.

Make the common limit configuable via a property.
